Draft H.R. Policy for Employees
servicing in MEPMA, IKP-Urban:
1. Introduction :
Government
in M.A. & U.D. Dept., has agreed in principle to implement H.R.Policy by
the MEPMA society for the personal engaged in IKP-Urban (MEPMA) programme on
the lines of H.R.Policy implemented for personnel working in Rural areas under
the Society for Elimination of Rural Poverty (SERP) vide their G.O.Rt.No.336
M.A., Dt:1-3-2009 and directed the Mission Director, MEPMA to take necessary
action to implement the H.R.Policy. The order itself envisages to provide all
the benefits to the employees of MEPMA on par with the employees of SERP.
There are multiple categories of employees engaged
by the Mission
for Elimination of Poverty in Municipal Areas (MEPMA) and it is Registered as
Society. The persons engaged by the Project are drawing their remuneration from
the project funds. MEPMA has hereby formulated a draft H.R. Policy for all such
employees, employees retired from Government an Government funded organizations
and who crossed 58 years age and who got reemployed in MEPMA will not come
under the purview of this H.R. Policy.
This document explains silent features of H.R.
Policy meant for MEPMA, IKP-Urban at various levels, it contains various levels
and categories of employees, provisions of benefits such as Annual Increment,
Promotion Policy, T.A./D.A., Tour Policy, Conveyance, Mobile, City Compensatory Allowance, EPF/ESI,
Leave Policy, Insurance Policy, Performance appraisal and Code of Conduct.
2. Scope :
The
provision of H.R. Policy are applicable to all the employees engaged in
MEPMA,IKP-Urban at State, District and ULB level as mentioned below.

Grouping of Contract persons into levels & categories:
The
MEPMA - IKP-Urban Contract persons who are covered under this HR policy are
grouped into levels and categories depending upon the net designation in which
they are working. The field functionaries are grouped as 4 levels and non field
functionaries are grouped as 3 categories.

While engaging persons on for MEPMA –
IKP-Urban the following shall be followed as per Government Circular Memo No.17944/668/A2/SMPC/2007,
Finance (SMPC) Department, dated.06-07-2007.
7.1 Rule of Reservation:
Rule of Reservation as per the existing 100
point roster already prescribed in Rule 22 of the Andhra Pradesh
State and Subordinate
Service Rules by the State Government shall be followed in all appointments.
7.2 Presidential Order:
Presidential order
should be followed in all engagements.
8. Re-organize the Remuneration structure as
per the Grades :
The
remuneration structure for each level/category is given hereunder in the
table. The Executive Committee is
competent to reduce / increase or modify the remuneration structure and fix the
other allowances depending upon financial resources.

9. Annual enhancement:
As a
general policy all the MEPMA, IKP-Urban
persons (all 4 levels and 3 categories) are eligible receiving annual
enhancement to their remuneration @ 6% on their gross remuneration. The
enhancement to the 5 levels shall be subject to the satisfactory of their
performance and it will be released every year after performance appraisal
salary to be reviewed on yearly basis and salary to be equivalent to the
regular employee minimum salary of the same category / Basic (minimum scale +
DA + HRA )
10. Promotion Policy :
Every once on
three years promotions to be compulsory given.
11. Tour policy:
The
MEPMA, IKP-Urban persons are eligible
for travel and daily allowances as per the orders issued on tour policy by the
Mission Director.

NOTE: 1) For the specialists at District PMU, if
they are drawing conveyance allowance of more than Rs.1000/- per month, then
the same shall be limited to Rs.1000/- per month, if they choose to claim any
TA & DA on their tours within the district.
2) The District Level Specialists may
exercise the Option either to receive Rs.2000/- as fixed conveyance
allowance, (with a minimum of 15 days tour) or to claim actual TA & DA on

14. EPF / ESI:
All the MEPMA employees covered under
this H.R. Policy will be eligible to get covered under the appropriate
provident fund (EPF / ESI) as per their eligibility, based on the rules in
vogue.
15. Leave Policy:
All
the MEPMA, IKP-Urban persons who are covered under the HR policy are entitled
to avail the following leaves:
i) Casual Leave
Besides Sundays and
public holidays as notified by Government, persons can avail 15 days of casual
leave in a calendar year, which are lapsable at the end of each calendar
year. CL shall not be allowed
continuously for more than 5 days.
ii) EL’s :
18
days per calendar year
iii) Sick leave :
20
per calendar year
iv) Maternity Leave
Maternity leave on
full pay can be sanctioned to the married female persons with less than two
surviving children for a period of 120 days.
In case of
miscarriage, 6 weeks leave can be sanctioned subject to the condition of
production of Medical certificate. The
abortion leave also has to be granted for 6 weeks by the competent authority to
the married female persons, to those with less then two surviving children.
Leave of any kind
may be granted in continuation of Maternity leave, if the application is
supported by a Medical certificate.
Leave of any kind in continuation of maternity leave may also be granted
in case of illness of a newly born baby, subject to the women person producing
a medical certificate from the Assistant Civil Surgeon to the effect that the condition
of the ailing baby warrants mother’s personal attention and her presence by the
baby’s side is absolutely necessary.
Maternity leave is
not debatable to any leave account.
v) Paternity Leave
Competent authority
may grant paternity leave for a period of 15 days on full pay to married male
persons who have less than two surviving children. The paternity leave shall be availed by the
male person during the period of pregnancy including three months after
delivery.
vi) Special Casual Leave
Special casual
leave, not counting against ordinary casual leave, may be granted in the
following circumstances.
a)
Any Person who undergoes operation
under family planning scheme is
eligible for special casual leave on production of medical certificate from Assistant
Civil Surgeon / Civil Surgeon / who conducted the operation. Female persons who undergo Tubectomy are
eligible for special casual leave for a period of 20 days and male persons who
undergo Vasectomy are eligible for six days of special casual leave. One day
special casual leave is eligible for Medical Termination of Pregnancy(MTP). Whenever
surgeries are taken place by other than Government hospitals such certificates
to that extent by the concerned doctors shall be counter signed by Municipal
Health Officer wherever available or Assistant Civil Surgeon / Civil Surgeon of
the nearest Public Health Centre / Community Health Centre.
b)
Persons who undergo operation for
re-canalization are eligible for special casual leave upto a period of 21 days
or actual period of hospitalization as certified by Assistant Civil Surgeon.
c)
One day special casual leave may be
granted to female persons on the date of intro-uterine-contraceptive device.
d)
Female persons who undergo
salpingectomy operation after Medical termination of pregnancy (MTP) are
eligible for special casual leave for a period of 20 days.
e)
Special C.L for the purposes
mentioned above shall be sanctioned only after submission of the certificate
issued by Assistant Civil Surgeon.
Vii) Special Disability Leave
Special disability
leave can be granted to a person who is disabled by an injury caused consequence of
the due performance of his duties in the MEPMA.
The period of leave shall be not more than six weeks it should be certified
by a Civil Assistant Surgeon / Civil Surgeon.
Special disability
leave should not be debited against the account of any other kind leave of the
person.
viii) Authority to sanction leaves
The following
authorities are competent to examine and sanction the leaves and allow the to
claim the remuneration to the said period for the concerned.

16. Insurance Policy:
MEPMA,
IKP-Urban Contract persons who are covered under HR policy will have Group Insurance
Policy:

17. Code of conduct:
Every person of the MEPMA shall be
devoted to his duty and shall maintain absolute integrity, discipline,
impartiality and sense of ownership.
Every person of the MEPMA shall have
strong faith in the capacities of poorest of the poor and poor, commitment to
work, honesty, sincerity, truthfulness, integrity, transparency and committed
to the development of poor communities especially deprived communities. He/She shall have empathy towards the poor, especially
towards women issues.
Every
person shall treat his fellow persons, members and staff of Community Based
Organisations (CBOs) courteously and respectfully.
No person shall behave in a manner
which is unbecoming of such person or derogatory to the prestige of the MEPMA
or which will place her/his official position under any kind of embarrassment.
He/She shall obey the orders of
superiors given in writing. Where it is
not practicable to obtain direction in writing, shall obtain written
confirmation of the direction as soon thereafter as possible. It shall be responsibility of such superior official
to confirm in writing the oral directions given by her/him, and in any event, he/she
shall not refuse such written confirmation where a request is made by the person
to whom such direction was given.
However this shall not empower the person to evade her/his
responsibility by seeking instructions from, or approval of, an official
superior where such instructions are not necessary under the scheme of
distribution of powers and responsibilities.
Every person holding a superior post
shall take all possible steps to ensure the integrity and devotion of duty of
all persons for time being under her/his control and authority.
Explanation:
any person who habitually fails to perform the task assigned to him within the
time set for the purpose and with the quality of performance expected of him
shall be deemed to be lacking in devotion to duty.
17.1. Prohibition
Regarding Employment of Children
a) No person shall
employ on work, any child below the age of 14 years.
17.2. Prohibition of sexual harassment of working
women
1.
No person shall in performance of her/his
official duties act in a discourteous and discriminate manner or indulge in
sexual harassment with any woman at work either directly or by implication.
2.
Every person who is the incharge of a work
place shall take appropriate steps to prevent sexual harassment. ‘Sexual
Harassment’ includes such unwelcome sexually determined behaviour either
directly or by implication such as
a) Physical contact
and advances
b) A demand or
request for sexual favours;
c) Sexual coloured
remarks;
d) Showing
pornography;
e) Any other
unwelcome physical, verbal or non-verbal conduct of sexual nature.
Such
conduct which amounts to special offence under the Indian Penal Code 1860 or
under any other law for the time being in force.
17.3. Observance of
Secrecy
No person
shall divulge directly or indirectly any official document or any official
information or records of confidential nature either to a member of the public
or any outside MEPMA or to any other person who is not authorized to receive
the same or to any non-official person or the press.
17.4 Absence from
duty
No person shall absent himself from his duty or
be late in attending office or leave the station without having first obtained
the permission of the authority competent to sanction casual leave.
Provided
that in the case of unavoidable circumstances where availing of prior
permission is not possible or is difficult, such permission may be obtained
later subject to the satisfaction of the competent authority that such a
permission could not be obtained under the existing circumstances.
17.5. Taking up
outside employment
1.
No
person shall engage her/himself directly or indirectly in any trade or business
or undertake any employment for remuneration without sanction of Mission Director
/ Project Director as the case may be.
2.
Honorary
work of social or charitable nature, work of literary, artistic or scientific,
professional, cultural, educational, religious or social character can be taken
up with the approval of Mission Director / Project Director as the case may be provided
it does not interfere with his/her official duties.
Explanation: Canvassing by person in support of the
business of insurance MEPMA, Commission MEPMA and the like owned or managed by spouse
or any other member of his/her family shall be deemed to be breach of this
condition.
17.6. Consumption of
intoxicating drinks and drugs
Notwithstanding anything contained in
the provisions of any law relating to intoxicating drinks or drugs for the time
being in force in any area, no Person of the MEPMA shall-
“While on duty,
possessing or be under the influence of such drinks or drugs to such an extent
as to render him incapable of discharging his duty properly and efficiently; or
Appear in a public
place in a state of intoxication; or consume
such drinks or drugs in excess”.
18. Transfer Policy :
FTE
is who are transferred purely on the Organisation’s interest are eligible for
transfer allowances/ benefits against an issue of transfer order from the
competent authority and without affecting his/ her level scale and grade
(unless specified). Against transfer, the FTE is eligible for the allowance

20. Career Advancement :
Annual increments are
available for every contract employee on completion of at least 2 years of
service. Consequently, they will move horizontally in a given scale. Movement
from one scale to another will be covered under the career advancement Policy. The
criteria for taking employees from one level to the next higher level will be
based on both eligibility and suitability. The eligible criteria are laid down
in the H.R. Manual. Suitability will be tested by means of performance
appraisal scores, skill tests, interviews etc.,
